Purpose of Travel - Other - Online application

Im trying to submit application to invite my mother for visit. One of the documents that is showing i need to submit is Purpose of travel. What is it? I mean its different from Invitation letter. They saying they need proof that its for temporary visit, how can i prove it? i dont want to buy return tickets - what if they refuse my mothers application. There is no hotel booking - because she will be staying in my house. And there is no medical or such appointments. Hoow can this be a required document?

Here is what it says in my online application status


Document: Purpose of Travel - Other
You must submit proof that you are coming to Canada for a temporary visit.
Examples of what you can provide as proof:

A scanned copy of:
Your flight ticket departing Canada,
Your travel itinerary (e.g. places you will visit or stay, such as hotel booking),
Proof of a medical appointment.

What's the purpose of her coming to Canada? Show documents that prove she's going to a certain event and it will only be temporary.

Give details as to where she will be staying, what she will be doing, how will she get around, how long will she stay, etc etc.

And you don't need to buy actual plane tickets until the visa is issued. Only need to provide a travel itinerary, you can get one without buying the tickets
