Purpose of Travel (6 month visit)

Hi, I am (PR) helping my mother to apply for a temporary visa to visit us up to 6 months (maybe with possibility to extend her visit legally). The purpose is just a family visit, also to help with my kid, and possibly our future kid. There is no medical appointment, there is no travel itinerary, she is gonna stay in our house. In the document checklist I see the following:
"Purpose of Travel - Other"
You must submit proof that you are coming to Canada for a temporary visit.
Examples of what you can provide as proof:
A scanned copy of:
  • Your flight ticket departing Canada,
  • Your travel itinerary (e.g. places you will visit or stay, such as hotel booking),
  • Proof of a medical appointment.
Our initial plan is that she goes to France around October to stay with my sister for up to 45 days (their visa stay limit), and then come from France/Belgium to Canada. She has good history of travel to Europe without any stay time violations, but still need to apply for a visa. Now depending when she will get Schengen visa, when she will go there, and depending if she will get Canada visa (she never been here, so we don't know if she will get) we don't know for which date to get her ticket to depart from Canada, and we don't want to lose money in case if visa rejected. I have enough money to buy any ticket, but would like to be able to get full refund if visa rejected or if change flight date.
Now the "flight ticket departing Canada" part isn't seem mandatory above, and shown as an example.
What are options to provide a proof?

You only need to provide a proposed itinerary. You can print the itinerary out on a airline or travel site. She should really apply for the TRV from her home country.

Thank you for your answers. She is going to apply from home country (actually it is online application, and I am doing the stuff on her behalf). The idea is that after (or at the same time of) applying, she is also going to apply for a Schengen visa and go to Europe (she have done that 4 times without any violations, so will hardly be rejected). And our plan is that she fly from Europe to Canada (next Jan e.g.).
I still don't get the itinerary part. As far as I understood from your message, I don't actually pay for a ticket, but just save a webpage which shows the itinerary. But if I don't pay anything, what is the logic they require that? How can that support the fact that she is going to return? Honestly, even if there is a paid ticket that isn't a proof of return.

Print out the webpage. At least it shows the applicant plans to return after the intended stay.

Canada refuses more TRV applications that they accept so Canada does not want people buying non-refundable airline tickets and then being denied a TRV. Proof of your proposed itinerary still gives an idea about whether your proposed travels are reasonable. Traveling to and from a country where you are only a visitor and not just transiting can create concerns from both the airline and immigration. There can be a concern from airlines who usually want proof of a return ticket to a country where you are guaranteed entry. There are some airlines who will only let you fly with proof of your return ticket home. If you are traveling from Germany to Canada and planning on returning to Germany before eventually returning to Turkey it also becomes more difficult to prove that you will be returning home. Impossible to say if it will be an issue.
