Got a communication in June 2023 to collect my PR card from regional office. I am currently in India so immediately requested for a PRTD. It got rejected saying that I did not meet the residency obligations. Now I am planning to submit an appeal.

What is the best option to choose to attend the appeal i.e. in person or telephonic? Can I submit my notice of appeal through email? or should I only mail the documents to office. Please advise.

Do I need lawyer help? Can I get any free legal service? Whom should I contact?

This information is urgent. Kindly help.
Get a lawyer as you have a refusal so your PR could be cancelled. Instructions for an appeal should be in your letter. It will not be free to hire a lawyer….nothing is free. Estimate $10k for an appeal as the lawyer has to file and then represent you at your hearing. For the hearing, you want a lawyer to represent you because you are not in Canada.

When was the PRTD denied and when was the last time you were in Canada? In the last year? Do you have a US visa? Had you met the RO when you applied for a new PR card? How many days have you spent in Canada in the past 5 years? When picking up a card in person you often go through a mini interview that typically verifies if you still are compliant with your residency obligation. For the best chances of keeping your PR status I would hire a lawyer but you’ll need to pay for your own legal advice.
