PRTD application in the US after Nov 1

It looks like the Visa Application Centers in NYC and LA will be closing on Nov 1 (https://www.csc-cvac.com/en-us/selfservice/cvac_application_centres). I'm confused as to how one is then supposed to apply for a PRTD afterwards? Does anyone know? My issue is that:
  • You can't apply for a PRTD if you hold a valid PR card (please correct me if I'm wrong)
  • Mine expires on Dec 4, 2018 and I want to go visit my in-laws for Christmas
  • What do I do?
  • There are no published processing times for PRTDs: does it take 1 business day? 1 week? 4-5 months like the PR card renewal? ~12 months like a PR card renewal that goes to secondary processing? How does CIC expect people to plan their travels? Where does one even send questions like this?

Well in hindsight you could have applied to renew your card back in March/April (up to 9 months before expiry) and by now you could possibly have received a new one.

You can apply for a PRTD from outside Canada even if you have a card that is still valid. People do this all the time where they travel and forgot to take their card with them.

There are no published times for PRTDs and not even worth speculating how long they may take as can even vary depending where or in which country someone applies. Generally though for a vacation there would never really be time to get a PRTD processed.

Given card renewal processing is quoted as 90 days currently seems your only option might be to cross into the US via a land border and fly internally in the US out and back. Or fly out from Canada to the US and return via the US/Canada land border.

Interesting though that someone maybe forgot to tell immigration that the Vacs in NY and LA were closing permenantly

(It was not 100% clear from my initial post, but I live in the US and want to visit in laws in Canada; I go to Canada a few time a year and live with my Canadian spouse)

Yes if you're already outside Canada I would apply now (for prtd). I've emailed London, UK and they say 4 working days to process it, once they receive it.

"
Ottawa, September 6, 2018 – Visa application centres (VACs) have contracts with the Government of Canada to give you visa application support services and biometrics services.

  • Current contracts with the VACs in Asia, Asia Pacific and the Americas will be expiring on November 1, 2018.
  • New contracts will be starting on November 2, 2018, resulting in some service changes.
  • Some VACs will change service provider.
Before November 2, 2018, you can get the following services as a package at all VACs:

  • submitting your paper application
  • sending your documents (such as passport) and returning them to you
  • collecting your biometrics (fingerprints and photograph) by appointment and/or walk-in
Starting November 2, 2018, VACs in Asia, Asia Pacific and the Americas require you to:

  • pay an extra fee to submit your application (fee is different by location)
  • make an appointment to provide your biometrics (no more walk-in)
Some VACs in the regions will also be moving or closing. Visit your VAC’s website regularly to stay updated.

Changes to VACs in Africa, Europe, and the Middle East won’t take effect until November 2, 2019.

We’re working with all VACs to ensure a smooth transition and to ensure that you receive the services you’ve paid for."
