Provinimcial Nominee Certificate missing as per R10

Dear All,
I just go returned my file for PNP pgm staying file is incomplete as per R10 of IRPA as “provincial nominee certificate is missing. Please provide”...

Can anyone help me out with this query raised and how can i resubmit my file and what is required in line with this query.
