Does the information below which was lifted from the webiite of canada immigration would mean that ALL applications WILL NO LONGER be submitted on the Province applying for under the PNP. In case, I am applying for SINP, does it mean no documents will be submitted to their office effective Dec 1??

Anyone who can enlighten me about this. My application was received at their office last Dec 7, 2011 - my sponsor who mailed it at Canada haven't received any return mails.
