Provinces not under EE -requirements for job offer?

I just posted the same question on another thread,,...One I know is Nova scotia which is running right now...You can look at their in demand occupation and if you fall in it u can apply...for other provinces i need to get an idea too...NOva scotia released its PNP 1 mnth ago and i believe m late to apply...still under a dilemma if i shud apply now or wait for another province...which is again like hoping against hope!!!mco246 said:

You must have a full time job offer to apply directly to their program.
So dont think you were correct.
But under EE, they may nominate people without job offer.

Can somebody enlighten me on how pnp works...all i know is just fsed...im not quite familiar with the pnp...do i need to apply for this program?thanks...
