In order to qualify for a CSQ, you must score enough points under the Quebec Immigration selection factors described below. A single (unmarried) applicant must score at least 50 points based on this system, while an applicant with a spouse or common-law partner must score at least 59 points.

I have few friends who lives in Quebec. can i got 3 extra points?

does any of your friends fall under the "...spouse or common-law partner, parent, child, sibling, or grandparent..." category? if so, yes you can get 3 more points (after Quebec shows interest in you as at this moment, Arrima does not have a section to declare relatives)
