Here's my situation. I've been employed here in Canada since November 2011, and I only just applied for tax returns of my 2011 T4 a month ago. Apparently I won't see my NOA for 2011 soon as it's my first tax return and it's a maximum of 16 weeks to get, average 3-4 months so the month May by the latest. However after my first tax return I can do my 2nd one online when my 2012 T4 comes and it takes only few weeks to get my 2nd NOA for 2012 since its done online.

I want to apply asap, so technically I will have my 2012 NOA before my 2011. Can I still apply since it requires my most recent NOA or will the 2 months of the NOA be important for my application, I have my T4 and paystubs for 2011 if that helps instead.

Yes. You can go ahead filing your application with the T4 and all paystubs with an explanation letter. As and when you receive your latest NOA, you can submit it quoting the AOR number.

You should have your T4 for 2012 soon as well. Might be good to wait for that.
