Proportional Points for Canadian Experience

I was wondering whether this has been discussed before. A person who has at least a year of Canadian experience would get 50 points for the CRS, but a person who only has 11 months of Canadian experience would get 0 point. Has anyone suggested to give 11/12*50 points for the latter case? Why all or nothing?

It has to be an year as per IRCC. So technically 12 months makes 50 points, does not makes up the points as per monthly basis.
