Proper procedure to send passport to VAC?

I am applying from the United States and just received word today that I can now send my passport over to the VAC. I am very confused by the procedure listed on the Canadian government website so can anyone please explain this to me? I know that I have to send my passport to the New York branch but how do I deal with the VAC fees (as in how do I pay)? And how do I get ahold of a pre-paid return courier envelope? Advice would be very much appreciated!

I must say that this entire Canadian visa application has not been easy. I really feel like the Canadian Government website is too vague and not informative enough. :(

The Canadian government outsources the passport collection to VACs, their website contained links to the respective VACs in your country for you to follow.

Basically, you mail out two envelopes: one containing your passport, prepaid envelope, and required docs to NY, and the other containing the fees to Philadelphia.
For the pre-paid envelope, you go into a USPS office and purchase one or order a prepaid label online on their site.
For the fees, you have a money order made at Western Union or go into your bank and ask for a cashier's check or bank draft.
