Hi, I want to apply thru outland, with my common law partner. With this form, they say all family members must have a medical examination? My only family in my country is my mother, father and 2 brothers, do they have to have a medical examination even though they will not be coming with me, and will not ever become PR in Canada? Or does this only refer to childern and spouses? Its hard to figure out because they use the term "Family members" to refer to all family members and only dependants as well. Thanks!
 
Most often "family members" means anyone involved in the sponsorship, which your parents and siblings would not be, so they do not need medical examinations.

Try to read all questions in the context of the form on which it is asked. So, if it is on the sponsored spouse's questionnaire or the dependents form, it refers to those being sponsored only. If it is on the Additional Family Members form, it also includes your relatives: parents and siblings and children.
