Proof of Language Proficiency?

My university has been very difficult to communicate with and I have not been able to get ahold of them for over a month now. I have now started considering other options in order to prove that I am able to speak an official language up to IRCC's requirements.

In the "Guide: Application for Canadian Citizenship: Adults - Subsection 5(1) CIT 0002" page, it states the following as an acceptable form of evidence: "A degree, diploma, certificate or official transcripts from a secondary or post-secondary education program showing you studied in English or French, in Canada or abroad" . Does that mean I can simply scan my degree (the one you would usually hang on a wall) as proof of evidence? Also, by official transcripts, do they mean signed and stamped or can I pull it from my student portal online? I can provide a scan of the degree itself and I can provide electronically generated transcripts but nothing else. Are any of these two acceptable?

My second option is showing my WES accreditation, but there's no mention of this being acceptable language proficiency evidence. Thoughts?

If the above is not acceptable, I will be attempting the CELPIP-General on the date I become eligible for citizenship with the results coming out 4-6 business days afterwards, is this acceptable this must've been only done before my eligibility date?

If it matters, I will be applying online. I haven't created an account yet to explore the online application process as I am worried it might violate some protocol put in place. Thank you.
