Proof of language ability - English Degree obtained in China

Hi all,

My wife plans to apply for the Canadian Citizenship in next year. She is not sure whether she meets the language requirement for the citizenship application.

She had studied at Beijing Foreign Studies University from 2005 - 2009. She finished her school and obtained a Bachelor's Degree, English in 2009.

Does she qualify for the language requirement by CIC? If so, does she need to submit a copy of the translated degree certificate when she applies for the Canadian Citizenship?

CIC will not accept a foreign degree from a non-English speaking country as language proof.
