My wife will apply to Express entry because she has a higher score than mine, however, she doesn't have a bank account.
I would like to issue a debit card under her name to my bank account and extract a bank statement as required (see below).
is this is enough as proof of fund ? or she must have her own account?

If your spouse is coming with you, you can count the money you have together in a joint account. You may be able to count money in an account under their name only, but you must prove you have access to the money.

The funds must be available both when you apply and when (if) we issue you a permanent resident visa. You must prove to an immigration officer that you can legally access the money to use here when you arrive.


For proof, you must get official letters from any banks or financial institutions where you’re keeping money.

Letter(s) must

  • be printed on the financial institution’s letterhead
  • include their contact information (address, telephone number and email address)
  • include your name
  • list outstanding debts such as credit card debts and loans
  • include, for each current bank and investment account, the
    • account numbers
    • date each account was opened
    • current balance of each account
    • average balance for the past 6 months"
 
You don't need to issue any debit card. Your statement of account for the POF, with a letter from you stating that she has unfettered access to the funds for your family settlement in Canada is sufficient.
 
this will work only if they are both applying with his wife being the primary applicant
my wife is the primary applicant, and I am applying as her partner. However, the bank accounts are under my name only. I need to prove that she has access over my accounts in order to prove that she has funds and can support us when we move to Canada.
Is a statement from the bank proving she has a mandate enough? Is a debit card under her name enough? Or is our only solution to make my account joint with her so she can have full access?

What if I issue a debit card under her name on my account. Where she can withdraw unlimited amount of money.. Is it enough?
