for Proof of funds, its 10.000 CAD + Tuition. but for the tuition, is it for the whole year or the first/second semester ? or the whole period of study (2, 3 years) ?

No, you just have to show a 4-6 month bank statement and in it you need to have 1 year tuition fee+ 10,000 CAD.
So if your tuition fee for one year is 18000. You need to show 18000+10000= 28000 CAD.

what if the tuition is by semester ? if the tuition for the semester is 9000 CAD, can i show only 19000 ?

No, it is mandatory to show a full year tuition. If you have 2 semester in a year. Than you have to show (18000+10000=28000).
28000 CAD for the past 3-6 month bank statement.
