Why not a supervisa if she has no funds? Then IRCC only considers your funds.

If not an option, for a TRV, IRCC doesn’t need to consider your funds. You can show your NOA and bank statement. However her showing no bank balance really leases her chances. She should only ask for a short visit 2-3 weeks. You need to show that you are not spending all your savings on her visit including airfare/medical insurance. So would say you want a minimum of $10k after paying airfare. She also needs to show ties to home country (job, investments, property management etc.) and travel history.
