I have a query regarding proof of funds

http://www.cic.gc.ca/english/immigrate/skilled/funds.asp

As per above link proof of funds for 4 family numbers is 20k but only 2 persons are planning to go to canada, do we still need to show proof of funds for 20k?

I got a letter from NDVO saying to submit "Updated Proof Of Funds for family of 4". Is this a typo or even though all family members are not travelling to canada we need to show funds for 4 people ?

If you look again at the link you provided, it says even if they are not coming with you:

You must show that you have enough money to support yourself and your family after you get to Canada. You cannot borrow this money from another person. You must be able to use this money to pay the costs of living for your family (even if they are not coming with you).

Funds for all the family members included in application irrespective of how many land. In your case for four persons.
 
That's correct it's for all 4 persons. I think the idea is that you are still going to have to support your family whether they are living in Canada or your own country, and CIC need to ensure you have the money to cover all dependents not just the ones accompanying you to Canada.
