Proof of funds for study permit application

I'm applying for a study permit to take a second Bachelor's for a career change. I currently hold a PGWP that is soon to expire and applying from within Canada pending PR.

According to this page the funds I should show are exclusive of tuition fees. I have enough cash on hand now to meet the minimum, but I will be short of that amount if I pay the tuition deposit. It says here that paid tuition is accepted as proof. Will I be ok if I paid the tuition deposit now and submitted both my bank statements and the receipt of tuition deposit to meet the minimum? Or will I need to get myself additional cash to cover the shortfall?

If single, you need to show $21k plus tuition. Tuition deposit is not paid tuition. If pending PR, why not wait for PR and then you don’t need a study permit nor pay international fees.
