Proof of funds for Express Entry(FSW) - student in Canada

I am studying in Canada. I have funding (approx 19k annually) from the university that covers tuition and living costs for the next 3 years. Does this count towards my proof of funds for Express Entry - FSW profile?

No - it doesn't. You have to show a bank balance that covers the proof of funds amount.
