I have been decling my ITAs since no one can help with my situation.

I live in canada. I have an open work permit. I work for a Canadian employer in a full-time permanat position. I meet both CEC and PNP, but I have received an ITA under PNP. I have no debt. I earn consistant money evey month to support me financially in Canada. Can my pay stubs and letter of employment be used as proof of funds?

Why everyone is saying that I should only apply for CEC if I do not have savings or fund?

This is what I found:
Evaluating PNP applicants on A11.2
It is possible that a candidate may appear to meet the program requirements of more than one federal immigration program. When this occurs, the processing office must only determine that the applicant meets one of the federal programs for which they have been tagged. Once the applicant is determined to have met one of the federal immigration programs there is no need for further assessment of the others.
Processing offices should assess PNP applicants for federal programs in the following order:
  • CEC
  • FSTP
  • FSWP
Should the applicant fail to meet the first program considered, the processing office should consider the other programs to which the applicant has been tagged in turn until the applicant either meets one program or all possible tagged programs have been considered.


I am not applying from outside Canada. Doesn't a work permit and an employment letter and being eligible for CEC justify that I should treated like someone who received an ITA under CEC?

Also, IRCC states " If you are applying under CEC, you do not need a proof of funds", but it does not specify if you receive an ITA under CEC or PNP. If does not answer the question whether this person is currenly in Canada and working. What if a person who has an ITA under CEC but is unemployed and continues to be out of job to be able support his family? Then, it would be a game of luck to receive an ITA under CEC rather than PNP.

When applying to get 600 points, tge province required that I should be eligible for CEC to be considered, and my EE profile mentioned that I met this category.

So, if someone is unemployed or only is eligible for PNP and FSW, then I am convinced that a solid proof of funds in required.

CEC doesn’t require funds, but you need to meet PNP requirements for funds which may be lower that IRCC POF.
I undestand that CEC does not require funds. How it is related to my case? IRCC does not say anything specific about PNP requirement when it comes to the amount of funds. Generally, for everyone it says about $18,226, but does not factor in person's eligability for CEC. Do you have any reference to the Government of Alberta, Express Entry streem under Tech Pathway in which I got my 600 points?

Does it make any difference if someone receives an ITA under PNP and is eligible for CEC compared to somone without CEC eligibility when it comes to proof of funds?

If you are eligible for CEC, have job offer, and can show income you don’t need to show POF. For Alberta, you have to meet EE criteria for CEC which you do. Not sure what the issue is.

My problem is with the "valid job offer" which applies to those with arranged employment or with close work permit. I do not have an LMIA and my employer does not know anything about it. I earned Canadian experience based on my open work permit which entitles me to work for any employer in Canada.

IRCC states that one does not need proof of funds if they have
  • been invited to apply under the Canadian Experience Class, or
  • a valid job offer and authorization to work in Canada
I got my ITA under PNP. Does it mean also being invited under CEC?
I have authorization to work in Canada, and letter of employment but not a job offer as a letter of employment or an open work permit on its own is not a valid job offer.


Those statements do not shed light on my situation.
