Proof of english language other than IELTS or Test

I know everyone recommends IELTS, but has anyone been able to do without it?

Will the following proof work??:

1. Bachelors degree in computer engineering with english as medium of instruction
2. Masters degree in computational sciences with english as medium of instruction (official letter from university available)
3. Copy of Masters Degree Thesis
4. Official letter from current employer mentioning work experience in english and employers ranking in reading/listening/writing/speaking.
5. Copy of an authored technical document (sample of work)
6. Proof of delivering technical presentations in reputed conferences in the US

Other people have had similar proof and still been asked to take IELTS. Depends on how many points you give yourself. If you give yourself 8 points, they are less likely to ask for IELTS than if you give yourself 16.

Ye, but what if I mark myself moderate (8 marks) alongwith the supoprting documents instead of High (16)?

Does it make any difference how high my score is than 67?

I make a 70 in self assessment test, if I give myself an 8 in english without taking IELTS.
Is 78 better than 70? Does it prioritize my application?

I just want to skip IELTS if possible and try with alternative evidence.

If you have solid 67 with IELTS test attached with high score or if you 78 without IELTS test results and even if you had attached the results it wouldn't made any difference - it is still same processing time.
