Proof of citizenship

Hi,

I was hoping if anyone can help me with my situation. I have read through the application criteria regarding proof of Canadian citizenship. I have a few questions regarding my daughter's (newborn) proof of Canadian citizenship application.

1. My daughter was recently born in the US. My wife is a Canadian permanent resident while I am a Canadian citizen (I got my Canadian citizenship decades ago at age 16 with my parents, who applied on my behalf and obtained Canadian citizenship at the same time). I assume I satisfied the criteria of "naturalized Canadian" so therefore my daughter is also a Canadian. Is this correct?

2. Since my daughter was a newborn, she did not have any government official IDs yet (She is in process of obtaining her US passport, but current wait time is about 8 weeks). Do I simply just write a letter (as requested by IRCC) explaining this? Would this delay the timeline I receive my AOR?

3. This is not a question regarding proof of citizenship but I was wondering since we are moving back to BC in a month, do I need to wait for my AOR before I can apply healthcare in Canada?

Thank you very much
