In 1st case is quite popular and the applicant must submit file at the visa office of area they are living.
4. Determine whether the applicant needs a passport or temporary resident visa or not?
Temporary Resident Visa is the official documentation accompanying the passport. If the applicant is required to have a temporary residence visa, the applicant does not need to submit extra visa application with labor permit file and also not have to pay extra fees. If the applicant is granted a temporary work permit, the visa will be issued at the same time as the documents that the applicant should have to come to Canada to work.
If the applicant is a citizen or permanent resident of the United States, Greenland or Saint-Pierre-et-Miquelon, applicants can enter Canada without a passport or temporary resident visa. However, applicants must have papers demonstrating to be citizens or permanent residents of this country, such as ID card or residence card for foreigners.
