Program starts in the Winter, does it count as taking a Semester Off?

My situation is a bit weird. Let me explain.

I have received about 4 years worth for my study permit, as I have applied and undergone 1 year of uni. However, I plan to switch to a 1 year certificate program or a 2 year diploma program.

The program that I want to start has 2 different starting date options for this year. Either in the fall (september) or winter(jan).

At this point, it seems to be too late to enroll in the september starting date. Would the officials see it reasonable that I started studying in the Winter term b/c of this reason? The reason why I worry is b/c of this statement on the official site.

You aren’t eligible to apply for a PGWP if you:
  • studied for more than eight months but not continuously (for example, you took a semester off)
While I won't be taking a break during the new program I switch to, I am wondering if this 'gap' counts as taking a semester off, and if it is, if there is any way to circumvent it.
