Profile ineligible for EE after meeting minimum requirements

Hi all,

I am requesting for your help/thoughts on my Express Entry profile that bounced back saying that "I was ineligible for Express Entry at this time" - I have attempted 4 times and it always finds me "ineligible". I have verified that I meet the Express Entry and FSW requirements. I can't figure out where I went wrong and if anyone could point out the issues/errors, it would be much appreciated.

  • Age: 25 years
  • Marital status: Never Married / Single
  • Nationality: Indian
  • Education History:
    • Master's degree from a recognized US university
      • Full-time
      • Complete/Full Academic Year: 1 year (Although it was actually a 1.5 year program Aug 2016 - Dec 2017)
      • ECA completed
  • IELTS:
    • Taken on Feb 1 2020
    • Received results on Feb 14 2020
    • Score
      • Speaking: 8.5
      • Listening: 9
      • Reading: 8
      • Writing: 8
  • Work history:
    • Current
      • Working full-time in the US since May 2018,
      • NOC 2147
      • (I have ensured that I entered 40 hours per week)

NOTES:
  1. Since I got the ECA done on my Master's degree, I did not add my Bachelor's info under Education History. Could this be the problem?

Interesting. You do indeed appear to meet the eligibility criteria for FSW.
  • In the proof of funds section, what did you choose in regards to the amount of family members you have?
  • What date did you put for "date xxxx first became qualified to practice in this occupation"?
No. of family members - 1 (Just myself)
date xxxx first became qualified to practice in this occupation - I put December 2017 (the month I graduated with Master's)

These are correct also.

Putting only your Master's degree should be fine as well.

I'm not sure what the problem is. Other avenues I can think of:
  • You may have made a mistake entering some of the information (unlikely that you did this 4 times in a row, but possible)
  • Try clearing your browser cache or using a different browser altogether
  • Try entering (significantly) more money for POF to see if there was a problem there
Yes, it turns out that I had made a simple mistake while filling out the Education history - I put "in good standing" instead of "degree or certificate awarded". I went through just fine this time (5th attempt :p) and I can see my CRS score. Thank you so much for a second set of eyes. Much appreciated.

Bachelors degree - Bachelor’s degree or other programs (three or more years) at a university, college, trade or technical school, or other institute - 21 points
I did two year post grad diploma in Business mangement but WES evaluated to just one year of Postgrad diploma - 15 points

Question: When I applied the IRCC form, it did not ask me to attach any documents prior to the submission. Are we required to attach any documents - like WES report, ECA etc?
Another point I would like to mention is that I had created my profile back in Nov 2019 and finally submitted in May 2020 because I was waiting for my WES to process...Can that cause the ineligibility?
Also, I have 4 family members, myself two kids and my husband but husband did not take the language test. And this is what I entered in my form when I submitted (additional point FYI)

Okay, so with that profile you are either exactly at 67 points or at 68 points, depending on whether or not you qualify for "two degrees or more", but I need to clarify a few things.
  • In your original post you mentioned your break-down of S-L-R-W: 8.5-8-8-8. I assume these are raw test results from IELTS that have not yet been converted to CLB? Because in your latest post above you say you have CLB level 8 which would be inconsistent with these IELTS results from your original post...
  • If I understand you correctly, you have two degrees - a bachelor's and post grad. Did you get both of them evaluated by WES, or just the Postgrad?

I have not converted to CLB score. Like you mentioned - S-L-R-W: 8.5-8-8-8 is my raw IELTS score.
I have two degrees,
- bachelors (4 years) that was evaluated by WES as an 4 year Canadian degree equivalent
- Post grad diploma (2 years) that was evaluated by WES as 1 year Canadian equivalent

None of the things you mention above would cause ineligibility:
  • No documents can be uploaded at pre-ITA stage; that only happens after ITA,
  • Waiting to submit your profile does not have an effect, and
  • Your husband does not need to take the language test for you to be eligible (but it can give you additional points)

In regards to language test scores, you actually have CLB 9 and 10, so you get full points in the FSW points grid (see conversion table here)

Since you have two degrees, maybe you are entering them incorrectly. You need to enter each degree separately, with its respective WES-assessed equivalent (as explained here). Is this what you have done?

Yes, I entered both the degrees separately. i entered the 4 year bachelors first. Then I entered the Post graduate diploma. The post graduate diploma I entered as one year post graduate diploma because WES evaluated it as one year that is why my program was two but I entered it as one year.

Other avenues that can lead to ineligibility:
  • There may be a problem with your work experience that you do not realize. You can follow these instructions to get a full analysis which should uncover any issues with it.
  • Proof of funds: In your original post you mentioned $100,000 - just making sure that was not a typo and you actually have one hundred thousand Canadian Dollars, and that's what you entered?
I have a 5 years gap in my work history, could that be an issue?
50,000 Canadian dollars is what I meant, that was a typo

Just posted results of your work experience over in the other thread. You have plenty of work experience and easily qualify for the minimum requirements.

Here are some additional points to double-check:
  • Your primary occupation must match an NOC code that you have at least 1560 hours of continuous work experience in. Since you only have experience in one NOC code, there should normally not be a problem here, but I suggest you triple-check that you enter the same NOC code for the primary occupation as you do for the detailed work experience section
  • For your educational credentials, make sure you put "Certificate or degree awarded" under "standing at the end of the study period"
Other than that, I don't have any other suggestions to offer. Based on the information provided, you should qualify for FSW under Express Entry.

I can only recommend to try creating another profile, this time carefully double-checking all entries. For example, if you accidentally omitted a zero when entering proof of funds, that would be enough to render the profile ineligible.
I started refilling the form - could please confirm below question?

"Has 'Name' finished high school or any higher education (including university, college or vocational training)?" --> In this section, do I have to fill up by educational background right from high school? In my initial form that I submitted, I entered info about my bachelors degree and my post grad diploma degree. I did not enter anything about my education prior to that, is it needed?
