Its timeline for Visa office while CSQ first have to process at Quebec Immigration Department, then if they approved, Next stage is Visa office and I think above link timeline is processing time for next stage after getting Quebec Approved certificate. So towards your question, my opinion, Its processing timeline for Quebec Skilled Worker but PR only, mean Second step.
