processing times-what do they mean by "final decision"

Hi,

25-35 months until decision. What do they mean by "final decision"? ceremony, letter to oath or their final decision date taken in their office?

The table below shows the processing time from receipt of application to final decision for 80% of cases processed between October 1, 2011 to September 30, 2012:

Routine citizenship applications
Non-routine citizenship applications

I applied, I am waiting for their decision..I dont know what they mean by "final decision"? is the oath the final decision or the invitation to the oath the final decision? tnks
