Processing times page changed again?

Just a few months after combining outland processing times from by-country to combined looks like it's back to being split by country.
Back when it was combined it was explained that supposedly the files can now be easily moved between processing offices. So did they lose the ability to move the files?
Who knows what is going on?


The funny thing is that they still kept the notice from Dec 2015 change about why processing times are combined. CIC has too much money to waste?

Why did processing times information change?

Prior to December 31, 2015, processing times for many of our services were displayed by visa office. This was useful when applications for permanent or temporary residence were always processed by the nearest visa office. However, we now have the ability to move applications around our global network to ensure they are processed as efficiently as possible. This means your application may not be processed at the office closest to where you live.

Here's the second paragraph:

For many services, instead of asking about your nearest visa office, you are now asked for your country of residence. This provides you with a more accurate processing time. For other services, you may see a single processing time, no matter where you live. This is our commitment to process applications within that time. These processing times are updated on a weekly basis.

I don't think they reverted back. It was by office last year, not country. They could still be moving files around to different offices.

I think it's quite obvious they backtracked on how the data is displayed, probably after a sh*tstorm of complaints and confusion, if you go by what I've seen on the forums since :p

It doesn't mean they aren't transferring files between offices however. For some VO's at least, processing is going much faster.
