It very well can be because, they take more than 12 months during normal situation and times like these, it's pretty much like you just have to forget about your application once you have applied. IRCC office in Nova Scotia is slower than a turtle because they just can't even see the number of application they receive a day. Processing times are like forever just because you have a permanent residence. And yes, they are well below underfunded with the work they have to process in a timelines given on a website. Imagine, how many people get a permanent residence a month, 10s of thousands they all apply for the citizenship. So, citizenship department would be crushed under application and yes those are all physical paper applications! Real scenario lol!!
