How can I find the processing time for each visa office?

Hmm Since CIC removed individual visa office processing times, your best bet would be to look for your visa office thread on these forums. And check out 2015 average processing time for the second half and you will get a good idea. Also please consider that those numbers are averages, sometimes it can take more or less time depends on your case. But, it will give you a general idea.

Maybe CIC is trying to look more streamlined and they want to cut down on people inquiring about their files all the time. They have posted 17 months processing time, and they won't bother responding to your concerns before your maximum time has passed. Even if they do reply it will probably be a vague and generic reply along the lines of "an officer is currently working on your file".
