Processing Time

Hi there,
I am eligible for CEC with two years of full time work in Vancouver. I've read that the CEC processing time is officially 15 months - however my work permit will expire in November 2012... which is around 9 months from now.
My question is whether 15 months is REALLY the processing time. I've read a variety of opinions on the topic.
Any help and wisdom from your experience would be appreciated.

Yes, the timing is 15 months. but because of the new PILOT PROJECT OTTAWA, the processing time is much faster and I believe the pilot project si still in effect and recently CIC did some changes to apply to CEC class which apparently should make the process more time efficient. My guess is If you apply really soon in next week or 2 hopefully you should be done in 5-6 months timw provided you fall into their pilot project but there is no guarantee and it sould take upto fifteen months. Regardless of the outsome, I would suggest you to apply ASAP. And if it is still in process and your visa expires you can extend it using Labour market public opinion process or just get a visitor visa for few months until it is done. My CEC case was done in just 5 months because I was in the pilot project as like many other people on this forum. Sometimes it also depends on the complications of application e-g; if you can't provide certain documents on time or for some reasons CIC has to check certian background stuff in detail. But it is pretty staright forward and you shouldn't worry about anything and apply.

Hmmm, very interesting. I'm trying to find information about the Ottawa Pilot Program to see if I qualify. Can you direct me towards anything, or explain anything. It's not something I'm familiar with.

Why don't you apply under BC PNP. That's the safest route plus once you receive nomination you can extend your work permit based on the provincial nomination. So basically you wont have any issues extending your work permit till your application for PR is finalized which in PNP case is almost always positive.

I was definitely interested in PNP... but we were also advised a while back that it was a bit more subjective... and it's possible that DON'T get nominated. But yes - processing wise - PNP definitely makes more sense... provided a nomination is easy enough to come by.

CEC is pass or fail basis. And there is no cap. So once you meet all the requirements, you are good to apply. Make sure you have a reference letter with all needed information explained on checklist included. Majority of applicants got refusals because of this letter lacking of information.

In terms of processing time, official time is 15 months. But as you can see Umairz, me and others on this forum, we all attained our PPR in a very short time period. So you should try to apply. Even if you don't get your PR when you work permits expires, you can always ask your employer apply Labour Market Opinion for you and renew work permit. Or you can wait at your home country until they issue you Landing Visa.

I have had a couple of friends apply for BC PNP and got it straightforward. All they need is proof of employment and residence in BC (unless you fall under International Graduate Pilot Project that doesn't even ask for job offer). Anyways, the biggest peace of mind you'll have with BC PNP is the fact that you can renew your work permit. Also, you can file CEC now and apply for PNP nomination. If you get it apply under PNP as well. Doesnt hurt to have two applications processed simultaneously. You only lose the application fee which should not be a big issue when ensuring your PR.

The bulletin about the CPP-O FC APR stuff is difficult to understand. It only talks about Family Class.
In any case - I believe you guys that it applies to CEC. Umairz suggested we need to make sure we would fall into the pilot project... how would I know if we do or not?

The visa office selects a group of files to send to CPP-Ottawa for speedy processing. No one has control over it and there is no information on how they go about selection.
CPP-O has always existed. It used to handle only family class applications that have been succesful on appeal but around August 2011, they started processing applications from other streams. Just go to www.cic.gc.ca and read about the "Canadian Experience Class" - it's easy to understand.

You cant make sure if your application goes under CPP-Ottawa. Basically all the applications used to go to Buffalo (they recently changed it to Centralized Intake Office-Sydney). From Buffalo the cases are assessed and based on some criteria files were transferred to the Pilot project. No one really knows how to fall under that but seems that anyone who applied in Aug 2011 onwards got his case transferred to CPP-O. It is a new pilot project that CIC has created and details are still unclear. In short, you cant really ensure your application goes to CPP-O. It depends on the workload Buffalo or whatever Visa office handling your case has.

Ok it was an operational bulletin that was in the list of the first link below. I tried to find it for you but I can't seem to find it. But if you are just looking for the info on the CEC than just read the CEC guidelines on cic.gc.ca.

No, You can't do it. I mean you can't make sure you fall in the CPP-O. It depends on the Buffalo office where they fwd. it depending on the workload or some special circumstances.

What I meant was that if you apply now that you would probably fall in the PILOT PROJECT OF OTTAWA, because there were two stages and my understanding was that it was just a test run from JULY2011-AUGUST2012 and they will stop the pilot project and check the reliabaility of it. The months and dates could be off.

processing in Ottawa pilot is not your choice. It totally depends on Buffalo office!!!
