My first application was fully reviewed and eventually rejected after 6 months of waiting. If I submit a second application, is the processing time going to be much shorter than the first one (like within 3 months)? Thanks in advance.

Sorry to hear that. Can you elaborate on the cause of rejection?

Maybe others can have a better say on this but I'd guess that some of the steps were cleared already. However, every application is evaluated on its own merits.

Best,

Don't expect it to be shorter. The application will be assessed from the scratch by (most probably) different VO officers.

No - it won't.

Best,
The reason is my employer reference letter didn't provide sufficient number of duties that match NOC 2173. I already raised CSE asking CIC to reconsider their decision, but they refused to do so.

I guess I will have to apply again. I hope the processing time of the second application could be shorter. But the chance looks slim.
