Processing time include first 3 months or not

Now it takes 15 months for CEC. But it takes 3 months to send the acknowledgement, even if the application package was complete.
So does this 15 months include the first 3 months or not?

i guess it's 15 months from the day they received ur application.. not really sure but most people here on the forum got their pr in less than 15months
