Even tho this isn't what the OP was asking about, I wanted to clarify this point - 13 months is not actually the "average processing time" (it is not the arithmetic mean) - it is "how long it took to process 80 percent of all cases between October 1, 2011 and September 30, 2012." So, it means that most applications finalized during that time period were finalized within 13 months. The reason why I am asking this question is because I want to send some additional docs to be added to the application. I am thinking if I should send those additional docs now or later along with the PCC which is expected to come in like 4 weeks from today.
I just wanted to make sure that I send these additional docs like Paystubs, T4' etc before the visa officer starts processing my application.

So, the point is, that statistic is not necessarily a good indicator of how long it will take to process applications submitted today, particularly given the number of changes that have occurred (e.g. visa office closures, change in eligibility guidelines, etc.).
It's stayed about the same, but it seems to vary within the year. If you want to see more recent "data" you can go to trackitt - of course, trackitt doesn't contain all applicants, but it's probably a reasonable sample... you can get a sense of variability from applicant to applicant as well.RabbiGill said:Good point. Also, there have been a lot of changes to the program since I applied (some of which, like GCMS (new info system) implementation, surely delayed things while my application was in process). Most of the changes should reduce processing time - I keep predicting reduced processing times - except, each change seems to create new transition times! I think the fact that applications are now processed in Ottawa will really help most applicants (this won't be reflected in the stats for another year) but individual backgrounds will always create variability...
