Processing Buffalo

my PR application was received 2 month ago in Buffalo but since I didn't get a file number yet I assume the didn't even opened my package yet. Is this slow processing normal?

Recently, it has been taking 4 months for people to get their AOR, or "acknowlegment of receipt." So, yes, it is the current "normal."
