Does Canada has the visa bulletin or process time for this class/category like the US does? where can I find out that information about the timeline?

Each program has its own web link for processing times on their web page, e.g. CIC, AINP, BC PNP etc...

I see that you were trying to find out about studying in Canada which seems to be a good option for you since a 2 year masters degree/work there will make you eligible under different categories and will increase your points also.

Which province will be good for immigration purposes both for norminate program and International students?
