I have few queries on applying PCC at Indian embassy in Washington

Passport Issued in India
Query 1:
If I go to embassy in Washington, will the pcc be done on the same day/next day or the processing time is same as mailing the documents? Which is better option, applying in person or via mail ??
Quer 2:
If I mail them original passport and other documents, what is the timeline?? Will the consulate provide any incident ticket to track the status??
Quer 3:
The address on passport is old and no one is currently residing over there, so in the embassy application form can I provide the current address in India??
Query 4:
Has anyone here in this forum applied at Washington embassy, if yes, please share your experience.
Query 5:
The embassy website says:"Fees of $40 (Forty) if the current Indian passport has been issued outside Washington DC." If applying via mail or in person can this amount be paid via money order ??
