Procedure for Changing DLI and quarantine

Hello and thank you so much for your help so far.
I posted a few threads but I think I should summarize all of them in a single thread. I will add a number for each of my questions so if you only know the answer to a single one, please do so. Thanks.

Background:
I have been accepted to Bishop's University in Quebeck and NSCC college in Nova Scotia. Since the tuition for Bishop's is a little high and I'm having some unforeseen financial issues, I want to change my school (DLI). However, I don't want to risk not getting accepted for a study permit; hence, I don't want to re-apply for a study permit. I want to know what the steps to do it are.

This is what I think I should do:

  • Register for both Bishop's and NSCC and pay all the fees (including tuitions).
  • Get across the board and get my study permit for Bishop's. Don't mention anything about NSCC.
  • Complete my quarantine for 14 days in Montreal or Sherbrooke.
  • During these 2 weeks, withdraw from Bishop's, get my money back and change DLI to NSCC.
  • Again, during the 2 weeks, apply for permission to enter Nova Scotia.
  • Go to Halifax and complete 2 weeks of quarantine.
My questions are:
  1. Can I change DLI immediately after getting my study permit or do I have to wait for some time? What does "actively studying" mean? Should I wait until, for instance, 20 days after Bishop's studies are started and then withdraw?
  2. When I apply for permission to enter Nova Scotia, do they check which DLI is related to my study plan, or is the admission letter enough?
  3. Should I present the quarantine plan for Nova Scotia before entering Canada or is it just for Bishop's?
  4. Can I complete the 14 days of quarantine in the same hotel that is booked for the 3-day period?
  5. In case I choose to complete my quarantine in the same hotel, do I still need to quarantine if I immediately travel to Nova Scotia from the airport (without leaving)?

1: I am not sure if changing DLI immediately will be a good decision as IRCC states "actively studying" maybe a semester as this DLI and then change.

2: LOA is enough

3: no just show for bishops they don't know about NS.

4: Yes

5: nope for NS you need to quarantine again.

Playing games is not only risky it's going to be expensive and you're going to miss out on the beginning of your studies NS at the very minimum. You won't be actively studying without attending classes for some time at Bishop's. You are downgrading from a university to college and too many people were arriving in Canada and changing schools so the rules have changed and you can't just change schools without IRCC's permission when you arrive in Canada. Your plan isn't advisable. You could end up in Canada nd have your study permit cancelled. You are trying to do exactly what IRCC is trying to prevent.
