Procedure for Applying student visa and Dependent Visa Concurrently

Hi All,

I need a detailed procedure for applying student visa and dependent visa concurrently and what are the success rate of applying at the same time

1. When is the best time to start applying
2. I also heard that , to get dependent visa the primary applicant should stay in canada for at least six months or the dependents should apply after 6 months of their marriage
