Problems with Statutory Questions and Schedule A

I was refused a BOWP once. And I'm now applying under CEC in EE.
I have a question regarding Statutory Questions and Schedule A

There are two very similar but different questions in SQ,

1) Has XXX been refused refugee status, or an immigrant or permanent resident visa (including a Certificat de sélection du Québec (CSQ) or application to the Provincial nominee Program) or visitor or temporary resident visa, to Canada or any other country?

2) Has XXX ever been refused a visa or permit, denied entry or ordered to leave Canada or any other country?

I answer No for the first one and Yes for the second question and provide brief explanation.

Since Schedule A will be inevitably requested, I'm also filling it up front.
But there is only ONE question in Schedule A

d) been refused refugee status, an immigrant or permanent resident visa (including a Certificat de sélection du Québec (CSQ) or application to theProvincial Nominee Program) or visitor or temporary resident visa, to Canada or any other country?

Should I answer Yes or No to this question? I mean it's exactly the same as the one in Statutory Questions, but since in SQ there is another question, I would certainly answer no to this question, but what about here? Do I still go with no?

A Work Permit isn't the same as a visa IMO. The first question doesn't make a mention of the word permit but the second one explicitly does so what you have done now might be correct.

However, since the second question is absent in Schedule A, I suppose you can answer YES to both the SQ and answer YES to the question you quoted in Schedule A so that the information is in sync between your SQ in the e-APR and Schedule A. You are going to add a LOE with it so the officer is going to understand the reason behind this.
