I have degree of Electrical Enginner working in Mobile Operator,My Job Title is BSS Planning Specialist can i still use 2133

NOC can be your job title or education. I have no idea what a BSS planning specialist is but I did not find a NOC code for it. If it has anything to do with electrical engineering, I would use NOC code 2133
 
NOC codes are not assigned based on the degree title nor the job tile. It is assigned by matching your job duties.

In one of my experience letter I had job title as 'Software Engineer, but my responsibilities were as a "Software Programmer" so I put the NOC code for "Software Programer" instead of software engineer. It did not get me any trouble. Now I have got medical request from the buffalo office.
 
That is not entirely correct. It depends on the job too. You could have the job description of an electrical engineer but if you don't have a degree, you can not use that NOC code. If you are a software programmer, it is not a requirement to have a degree in computers so if an electrical engineer is working as a software programmer, he should use the NOC code for software programmer. In this case, if he is working a job that he can't find a NOC code for, as long as it is related to electrical engineering, he should use that NOC code.
