Principal Applicant forms questions IMM0008 IMM5406E

I have some questions on a couple of the forms.

I am a united states citizen and my wife is a permanent resident in Canada. I am applying from outside the country.
I used the guide 3900 to complete the sponsor forms but I could not find a similar guide for the principle applicant forms. All I could find was the checklist 3910E which does not have much for instructions like the 3900 instructions.

1.So my questions are on form IMM0008 under dependents. It states "you must include your spouse". So I am confused because she is not a dependent so do I put her information here or not??

2.Also, for form IMM5406E Additional family information. Am I reading it correctly that my wife has to fill out a separate form for her as well?? It states on the instructions at the top of the form that the principal applicant's spouse must complete their own copy of this form.

3.Same question as last one does my wife (my sponsor) need to fill out the IMM5669E background declaration form?

4.One last question on the 3910E checklist it says I need to provide 4 photos each of myself and my family. Well my spouse is part of my family and she already has her PR for Canada. So why would they need her pictures??

I know some of these questions sound dumb but I want to make sure I am following the instructions correctly. Any helpful feedback would be appreciated.

They seem to have lost the link to Guide 3999! That is the equivalent of Guide 3900 and will have step-by-step instructions. The direct link is http://www.cic.gc.ca/english/information/applications/guides/3999Etoc.asp.

1, 2, and 3. No, since she's already Canadian and therefore isn't an 'applicant' or a family member that will need to be examined.

4. You only need to send pictures of yourself. They mean family members that are applying (it's clarified somewhere deep in the general instructions IIRC but not in the regional instructions where they actually give you the number of photos).

The relevant section in 3999 you're looking for states

"Who should be included in this application?

If you are being sponsored as a member of the family class, your spouse or common-law partner (except where your spouse or common-law partner is the sponsor) must be included in your application as a family member. You must also include all your dependent children from your current and previous relationships, whether they will be going with you to Canada (accompanying family members) or not (non-accompanying family members).

All your family members, whether accompanying you or not, must be declared on your application and be examined. If family members are not examined, it is generally not possible to sponsor them at a later date. This includes children in the custody of a former spouse or common-law partner.

In addition, failure to declare family members on your application and have them examined goes against your duty to provide truthful and accurate information, and may cause you to be found inadmissible to Canada."
