Hello I was an student when my wife came to Canada as visitor, then she change then status as a work permit until I received my Post grad work permit. She extend her work permit (open) because of mine PGWP. She is a manager for about a year and her position NOC qualifies for the Canadian Experience Class. At the moment my job position does not qualify yet. Can she be the principal applicant for the CEC? some people told me that I have to be the principal since I was the student and she got the work permit due my study permit.

CIC website does not provide a clear picture about that.

I ask an Immigration consultant and she said my wife can be the principal too. But, I want more feedback.

In order to qualify for CEC you need to have one year of full time work experience at NOC level O, A or B. You must also demonstrate your language abilities as related to your job by doing a language test. Work experience gained must have been authorized by CIC. It is not mentioned that someone on a spousal work permit does not qualify for CEC. Your spouse can definitely be the principal applicant. If you still need more clarification, read through the operational bulletins on CIC's website or even try giving them a call.
