Prince Edward Island Email not accepted mails

Recently I sent mail to the expressentry@gov.pe.ca and after few days they select me to take my documentation via email. But today since morning I tried to send them mail on same address, which address they send me for the letter of my selection, that email link is not working.
it show error that:- Delivery to the following recipient failed permanently.

What is that mean?

Is that link is closed?

or

Is they did not want any person to send any mail to them?

Please help to understant that, what is happening to them? Because few days back that email link is working and now it shows permanent deleted link.

What does the rest of the error say? It will elaborate on why delivery failed.

I sent them mail, and fortunately the mail sent successfully, but they did not revert me or acknowledge me.

But few days back they revert me for my mail acceptance but this time they did not revert me that my mail is received or not?

Should I call them to confirm or not?

Please help me. what to do? ???
