Primary Occupation - is Experience in Canada relevant?

Good morning folks,

The primary occupation under which I would like to apply for PR is 1123A and I have 1year and 9 months experience in this position.
I have this experience over 3 years prior to Applying for my PR i.e. from 2011 to 2013 March.

Does this allow me to still apply with this position as my Primary Occupation?
