Primary NOC code -CEC

Hi There! Hope you can help me. I have a CRS score of 483 right now but I'm little confused on what primary NOC code shall I use. I have a work experience in my home country as a Civil Engineer and my current work here in Canada is Office Administrator (Construction). I wanted to use the NOC for civil engineer on my primary because it is under STEM, which has a high changes to be invited. But I'm afraid because my current work is somehow in different job description and maybe I will encounter a problem soon. If you guys can help me please. Can I use my NOC 21300 - Civil Engineer as my Primary NOC job? My foreign experience is still valid considering the qualification for STEM should be gained for the past 3 yrs, APPRECIATE ANY FEEDBACK
