You can certainly have children in common.
The new rule means that certain sponsored spouses must stay with their sponsor for two years after landing in order to keep their PR status. However some exemptions apply. For example, if you have been married for more than two years this rule does not apply to you. Also, if you have children together this rule does not apply to you.
