Pre-arrival means u passed eligibility. No real reason for an interview at that point. Interviews are usually done if theres doubts about a relationship/marriage etc

I dont agree with this. Weve seen it where people receive the prearrival and then are called for interviews or are refused. I dont believe there is an actual correlation between prearrival and passing eligibility

Its the government informing you of services that are available SHOULD you be granted PR

Its all speculation either way! Fact of the matter is that people can receive it and be refused even after!
