Hi Sir / Madam,
When I applied for citizenship , my husband get heart attack ( he was living out side out Canada ) , I decided to move back quickly to care of my husband and I lost my citizenship test for 3 time notice, I could not be on my exam for 3 times,therefore I have following question :
1- My PR will be expire on Aug 2016, I moved from Canada on Oct 2011, how long can I stay out of Canada ( what time should I return back ? ).
2- My absent for citizenship test won't make a problem on my retuning back to Canada?
3- Should I submit the reason for my absent for the test ? ( documents and doctor report for carrying of husband for his heart attack ? ).
4-If still I can go back to Canada what year can I apply again for citizenship, since I was away from Canada on Oct 2011 ( I know I should be 3 years from 4 years ) but I want to know exact time for applying for citizenship again.( I left Canada on oct 2011 and want to be at Canada on Aug 2013 ( Aug 2013 ,My husband will be fine and the doctor allow me to go back to Canada, I was almost 20 month away from Canada , at what year should I apply again for citizenship ?

1. You must live in Canada two years out of every rolling five years to maintain PR status.
2. No - it should not.
3. No point in my opinion. If you have missed three citizenship tests then CIC has certainly closed your application. You will have to reapply if you still want citizenship.
4. If you return to Canada in August 2013 then you should be able to apply for citizenship in September 2016 (assuming you don't leave Canada during those three years).

I-I also received RQ , do I still need to complete and return back the RQ since I lost the 3 time citizenship test ?
2- Can return back RQ form even I am out of Canada ?
3- Should I explain on the form the reason of my absent to the citizenship test ?

Sure - you can certainly complete the RQ, send it in and see what happens.

However as Leon pointed out your application is likely classed as abandoned so before sending anything off check this. Call the CIC Contact Centre to confirm your case is still 'live'. What date was the RQ issued?

It was issued on 20/2/2013 and will be ended 45 days next.

My husband got his pr on june 2007 and he stayed there for 6 months in canada and he got back to india in christmas holidays and he unfortunately met with an accident and have to go for ankle implants removed and he was under treatment for severe complication for his ankle.he was in india since the time he got back from canada.now his canada pr expired in june 2012. he came to dubai in sep 2012 because he got his pr in june 2007 from dubai and he is medical fit now with out any complications and he is planning to go back to canada. please suggest if he can get a travel document on H & C grounds , he has all the medical document for last 5 years of his treatment.he is planning to apply for travel document in abu dhabi
